Dear Mr. Neustadt:
Attached is a paper entitled "A Theme for the President's
Point Four Speech" which I hope will be useful as a basis for
the preparation of the President's forthcoming address on this
subject.
The paper, prepared by Mr. William Korns of this staff,
has not been considered by the Psychological Strategy Board,
but contains the considered views of my staff and myself.
Please let me know if there is any further way in which
my staff, particularly Mr. Korns, can be of assistance in con-
nection with the speech.
