ADDRESS OFFICIAL COMMUNICATIONS TO THE SECRETARY OF STATE WASHINGTON 25, D.C. DEPARTMENT OF STATE WASHINGTON M March 31, 1952 MEMORANDUM FOR MR. RICHARD E. NEUSTADT The White House Subject: Draft of the President's Speech at the International Development Conference, April 8, 1952. Jack Bingham has looked this over. Obviously, it does not contain any new or startling statement of policy. I do not think MSA has been adequately presented. But the beginning of the Point 4 aspects of the speech on Page 3 opens the way for Mutual Security with the reference to the "comprehensive plan to carry out our world policy." On Page 8, Mutual Security discussion could go into details.
