The Combined Chiefs of Staff (British-
American) had been meeting at Potsdam during the conference there
and at the meeting on July 19th the target date of November 15, 1946,
wag get for the unconditional surrender of Japan. This would be
18 months after the end of the European war and had been agreed upon
in principle at the second Quebec (Roosevelt-Churchill) conference
in 1944, Leahy wrote. (Page 410). The U.S. chiefs, he said, took
pains to use the words "defeat of Japan" in the report rather than
"end of the war" xxx to avoid U.S. legislative difficulties for the
administration.

Potsdam: Discussion of military deport with Truman
and Ghm Prime Minister began at 11:30 a.m. Invasion of Japan was
approved as a major objective. Preliminary operation on Kyushu was
set for November 1. (Leahy, Page 413).
