FOREWORD* Colleges and universities preparing teachers for elementary and secondary schools strive to meet the growing and changing demands of education. One of the fields which has shown phenomenal growth during the 20th Gentury -- and more particularly during the past 20 years -- is the education of children and youth who because of a marked physical, mental, or emotional deviation from-average require specialised educa- tional services. The Office of Education is pleased that this report of offerings made by toacher-education institutions in the education of exceptional children can be made svailable. We have been happy to cooperate with the National Society for Crippled Children and Adults, Inc., in this joint endeavor and gratefully acknowledge the work which that Society is doing in furthering programs of special education. *By Earl J.
