I. The following is published for the information and guid-
ance of all concerned. It is evident from this memorandum that
funds are not turned over to the War Department, under the pro-
visions OI Circular 143, Wor Department, 1918, until the dis-
bandment of the various organizations.

MEMORANDUM: For the Information of Inspectors.
The Inspector of Finance, Purchase, Storage and Traffic
Division, General staff, has advised this office that he will
receive Liberty Bonds purchased from company funds under the
provisions of Circular 143, War Department, 1918, upon the dis-
bandment of organizations having such bonds on hand as part of
the funds pertaining to the organizations. Bonds should be sent
by registered mail and be accompanied by a letter of transmittal
containing the information required by Circular 143, War Depart-
ment, 1918. The letter should also state the series to which the
Bonds pertain, the denomination, and their serial numbers.
