WASHINGTON, August 10, 1917.
Paragraphs 377, 378, 385, 521, 733, 1009, 15124, and the heading under Article
XLII, Army Regulations, are changed and paragraphs 20812 and 4481 are added
to the Army Regulations as follows
377. The national or regimental color or standard, uncased, passing a guard
or other armed body will be saluted, the eld-music sounding "To the Color "
or "To the Standard." Officers and enlisted men passing the uncased colors
will render honors as follows: If in uniform they will salute as required
in subparagraph 1 of paragraph 383; if in civilian dress and covered they
will uncover, holding the headdress opposite the left shoulder with the
right hand; if uncovered they will salute with the right-hand salute.

Whenever the national anthem is played at any place when persons belonging
to the military service are present, all officers and enlisted men not in formation
shall stand at attention facing toward the music (except at retreat, when they
shall face toward the flag). If in uniform, covered, they shall salute at the
first note of the anthem, retaining the position of salute until the last note of
the anthem. If not in uniform and covered, they shall uncover at the first note
of the anthem, holding the headdress opposite the left shoulder and so remain
until its close, except that in inclement weather the headdress may be held
slightly raised.
The same rules apply when 'To the Color" or " To the Standard"
is
sounded as when the ;national anthem is played.
When played by an Army band, the national anthem shall be played through
without repetition of any part not required to be repeated to make it complete.
The same marks of respect prescribed for observance during the playing of
the national anthem of the United States shall be shown toward the national
anthem of any other country when played upon official occasions. (C. A.

anthem or when To the Color' (or Standard" is sounded during ceremonies

521. (Changed by C. A. R., No. 51, W. D., 1917.) No person in the military
or civil service under the War Department will act as an agent of the United
States in advising, recommending, making, or approving the purchase of sup-
plies or other property, or the procurement of services for the military estab-
lishment, or in contracting with respect thereto, under which purchase, procure-
ment, or contract he would be admitted to share or receive, directly or indi-
rectly, any pecuniary profit or benefit. If such person finds that his duties re-
quire him to act as agent of the United States in a matter from which he may
derive financial profit, he will report the facts immediately to proper authority
