Durkin E/II District Supervisor SUBJECT: Tentative Agenta, Bilateral Meeting United States-Mexico on Narcotic Enforcement. Attached, hereto, is a tentative agenda prepared by the Mexi- can authorities for the bilateral conference scheduled for June 8, 9, and 10, 1965. The Mexican delegation will be composed of: Lic. Fausto Acosta Romo, 1st. Assistant Attorney General Lic. Manuel Rosales Miranda, Assistant Attorney General Lic. Luis F. Canudaso, Assistant Attorney General General Ramón Jiménez Delgado, Chief, Federal Judicial Police. Dr. Oscar Rabasa, Mexican Foreign Office Lic. Juan Barona L., Mexican Foreign Office. Representative of Mexican Department of Health. It will be noted that the hours of 10:30 to 2:00 p.m., on June 8, 1965, have been designated as the period for the United States Delegation to make their reports. It is suggested that, as far as the Bureau of Narcotics is concerned, the following points be covered: 1. Appreciation for the cooperation extended thus far and our desire for continued and closer cooperation. It could be pointed out that we are hopeful that the new large nelicopter and C-47 aircraft that Mexico is going to re- ceive from the United States will prove to be very useful in locating and destroying clandestine production of opium poppies and marihuana. 2. The noted increase in the amounts of marihuana that are being smuggled into the United States from Mexico and our hope that Mexico will spend additional time in the location and destruction of marihuana cultivation. (While Mexico can present impressive statistics regarding destruction of marihuana, this represents only a fraction of the total production.) (The traffic of marihuana is not looked upon too seriously by Mexican authorities and it is believed that an expression of concern by top U.S. authorities will serve to stimulate them to greater efforts.) mr.
