Tom Pendergast was the boss of the Democratic political machine in Kansas City, Missouri. When people applied to Pendergast for patronage jobs, he would give them a note to give to someone who could help them. If an applicant delivered a note written in blue pencil, it meant they should be someone for the recipient to keep mind if anything came up. If the note was written in red pencil, it indicated that the applicant's request should be fulfilled as quickly as possible.
