The French government created a National Productivity
Committee as an advisory body composed of 24 members representing
governmental ministries concerned with promoting productivity and
23 members representing employer, labor, and special interest
groups. A sub-group of the Advisory Committee met bi-weekly.
199.
The General Commission functioned as a Productivity
Center and was the operational arm of the productivity programs.
It had a staff of 175 persons. The Commission was organized both
in (a) horizontal departments including training, education, and
research; social; business and public administration;
standardization; regional action; territories; credit and taxes;
technical assistance; OEEC and EPA relations; information and
documentation; and in (b) vertical sectors including agriculture;
industry and trade; distribution; consumption; building; transport,
handling and packaging.

A third operational entity with a staff of 80 persons was
created in 1950, a private non-profit association largely
governmentally funded to implement the Productivity Drive and carry
out the General Commission's technical assistance functions.
Called the French Association for the Promotion of Productivity
(AFAP), it operated with the guidance of a governing body of 16
representing government, industry, labor, and agriculture. Its
departments largely paralleled and implemented the various Marshall
