257. A second emphasis of the Taiwan Center program was marketing and distribution. An advisory marketing service was created to improve sales techniques for manufacturers of industrial products and to collect information on advanced materials and machinery for import by Taiwan firms. Packaging and modern advertising assistance was extended to all industries by Taiwanese specialists trained in the U.S. Help was also provided in the promotion of foreign and domestic markets by various Taiwan Productivity Center Advisory services and the establishment of a Taiwan clearing house. 258. The Taiwan Center created an advanced and integrated service for small industry. The Service initiated factory surveys to determine requirements for improved engineering and management procedures. This was followed by in-plant consultations and operational assistance, and concluded by training courses for workers and plant staff. 259. An extensive nationwide industrial training effort was undertaken reaching throughout Taiwan industry to introduce the most advanced industrial technology based on Taiwanese visits and study in the U.S., Japan, and other nations. The Productivity Center funded extensive study trips abroad; local training and evening courses in Taipei; courses by Harvard Business School staff and China specialists; public lectures and demonstrations by 142
