The Servicio Cooperación Técnica Industrial in Chile was
organized in 1952 after a year of planning, as a quasi-governmental
organization funded and operated jointly by the Chile Development
Corporation and the IIAA. Policy guidance was established by an
eight member Board of Directors with representation from the
Development Corporation, the U.S. aid agency, the Manufacturers and
Management Association and the Council of Universities Rectors.
With a staff of 38 persons the Servicio functioned in three
departments: industrial relations, industrial engineering and cost
accounting.

The Chile productivity program began with the full range
of European-established Productivity assistance activities
including Productivity Team visits to the U.S., seminars, local
training, wide dissemination of Technical Aids information from the
U.S., and U.S. consultant assistance to Chilean industries. The
Chile productivity programs after becoming fully established were
transferred for implementation to a range of existing private
Chilean industrial and management organizations active in these
fields. The Servicio thereafter concentrated on middle management
training in long courses of 15 to 16 months in industrial
engineering, supervisory training and personnel administration.
