2. A further advance that is attributed by French Government
officials directly to ECA's work in this field is the growing
receptiveness of French manufacturers to the OEEC Inter-European
Technical Assistance Program. European management has until
recently been strongly averse to sharing technical knowledge or
details of factory management with potential competitors, whether
French or any other nationality. However, TAG, the OEEC Technical
Assistance Group set up in mid-1950, has now received assurances
from some 450 major French firms in many varied fields of industry
that they would welcome Technical Assistance teams from other
European countries. The reason for this change of attitude is
considered by the French Government as being due to the unqualified
welcome given French Technical Assistance teams by private firms in
the U.S. and the examples they have seen of the advantages to be
gained through cooperation in lieu of competitive secrecy.

3. The best example of the effectiveness of the Agricultural TA
Program in France comes from the Hybrid Corn project. This
project, conducted in 1949, helped to convince officials of the
possible value to France of hybrid corn. As a result, French
