In absence of any positive action, the Korean people
are becoming more and more restive and the occupying forces
including Americans, are becoming less popular.
I recommend that Washington be informed that there is
little if any chance of further local negotiations with the
Russians on the Moscow decision and be requested to make an
approach on the governmental level. If
