Ref JCS 94933. The instr contained in my CX 67291 were
a matter of mil necessity. Not only are the ROK forces not of
sufficient strength to initially accomplish the security of
North Korea, but the reactions of their commanders are at times
SO emotional that it was deemed essential that initial use be
made of more seasoned and stabilized commandery. There is no
conflict that I can see with the directive contained in JCS 92801
dated 27 Sept, which merely enunciated the provision as a
matter of policy and clearly stated: "these instr, however,
cannot be considered to be final since they may require modifica-
tion in accordance with developments. The necessary latitude
for modification was contained also in JCS 92985 dated 30 Sept,
from the Sect of Def which stated: "we want you to feel un-
hampered tactically and strategically to proceed north of the
38th parallel. "
I am fully cognizant of the basic purpose and intent of
your directive and every possible precaution is being taken
in the premises. The very reverse, however, would be fostered
and tactical hazards might even result from other action than that
which I have directed. This entire subj was covered in my
conference at Wake Island.
