State, Defense, JCS, concur following message.
1. For worldwide political reasons it is important to emphasize
repeatedly the fact that our opns are in support of UNSC.
Accordingly, it is requested that you:
A. Identify yourself whenever practicable as
Commander in Chief of United Nations Forces.
B. Emphasize in communiques, whenever facts justify,
activities of other countries forces.
C. If and when Asiatic or other token forces join your
command, emphasize them in communiques, statements or press
briefings.
2. For similar worldwide reasons, it is also important repeatedly
to emphasize that this is an invasion from the north. Hence, where
appropriate, you are requested to refer to the "invasion of ROK",
the "North Korean invaders", "Communist invaders," the "invasion
of ROK by international Communist forces", etc.
3. Considerable harm being done worldwide by news interviews
and eyewitness accounts of setbacks, lost battalions, humiliating
defeats, etc. Without yet resorting to censorship, it is suggested
that press briefings be given at Hqs to fulfill need for keeping
these stories in perspective and reporting with equally colorful
details UN or American successes, heroism etc. You may wish point
out censorship avoidable only if reporting is balanced and avoids
causing undue harm abroad.
4. Informatively, Voice of America and related media avoiding
all atrocity reports unless reported officially by your Headquarters.
