3. In view of the far-reaching political implications of the
relationships between the Unified Command and the Republic of
Korea, the Joint Chiefs of Staff feel that the Department of
State should assume primary responsibility for monitoring these
negotiations and coordinating the views of interested agencies
of the Unified Command.
4. The Joint Chiefs of Staff recommend:
a. That you request the Secretary of State to assume
primary responsibility for monitoring these negotiations
on behalf of the Unified Command.
b. That you authorize the Department of the Army to
designate the senior military representative of the
Department of Defense.
c. That you designate the Department of the Army to
act as exécutive agency for the Department of Defense
in discharging Department of Defense responsibilities with
respect to the Presidential Mission.
d. That you note that the Joint Chiefs of Staff, from
a military point of view, have no objections to the terms
of reference to the Chief of Mission prepared by the
Department of the Army and attached as Appendix "A". In
this respect, the Joint Chiefs of Staff would point out
that the Comptroller of the Army feels that the parenthetical
statement in the sixth from the last paragraph should be
modified so as not to permit the Chief of Mission to agree
to relinquish the control over ROK foreign exchange resources
which the United States currently exercises under the
Economic Cooperation Administration Aid Agreement of
10 December 1948. However, the Joint Chiefs of Staff feel
that this is a matter to be resolved at the Departmental level.
