MEMORANDUM FOR THE SECRETARY OF DEFENSE
Subject: Post-Hostilities Military Forces of
the Republic of Korea
1. In response to your memorandum of 10 November 1951, the
Joint Chiefs of Staff have considered the question of post-
hostilities military forces of the Republic of Korea (ROK) for
FY 1953 in light of the assumption contained therein.
2. In reply to your general question as to the nature of the
post-hostilities military forces for the ROK, the Joint Chiefs
of Staff reaffirm their concurrence in the applicable provisions
of the statement of policy now contained in NSC 118/2, which
state in part as follows:
"Permit the building of sufficient ROK military power
to deter or repel a renewed aggression by North Korean
forces alone.
"Develop and equip dependable ROK military units as
rapidly as possible and in sufficient strength, with a view
to their assuming eventual responsibility for the defense
of Korea. 11
3. With reference to the specific question relative to the
post-hostilities forces of the ROK for which it is desired to
plan for Fiscal Year 1953, the views of the Joint Chiefs of
Staff are as follows:
ROK forces, in strength as indicated in paragraph 4
below, are being trained and equipped as rapidly as possible
and upon the completion of an armistice agreement will
relieve United States forces if and when practicable. Such
forces in being, properly trained, equipped, and disposed,
will constitute a considerable deterrent to further aggres-
sion and should have the capability of delaying materially
