FROM JCS.
1. Reur opn plan 4-51 and letter, subj: "Position of CINCFE
on ROK evacuation problems", 30 Aug 51.
2. With respect to possible evacuation of ROK mil forces
and selected civilians, as provided for in opn plan 4-51, JCS
approve classification of ROK personnel in 2 categories, and
you are authorized to reduce numbers under class A and to exclude
class B in whole or in part from evacuation. However, because of
mil and logistical factors JCS consider that Japan constitutes
the only feasible initial staging area for evacuees, other than
those necessary to maintain a govt-in-exile, and that Ryukyus
(less Okinawa, excluded for mil reasons) constitute the most
nearly suitable location for an ROK govt-in-exile. Instructions
with respect to final designation will have to be furnished in
accordance with the situation as it develops. They desire that
your plans be modified accordingly.
3. With respect to concept of retaining a lodgment area in
southeast Korea for an indefinite period, careful consideration
of the many factors involved has led JCS to conclude that commit-
ment to that concept can not repeat not be made. Latest
capabilities studies indicate that it may not repeat not be
logistically feasible to support a lodgment beyond D plus 3 months
based on current emerg plan.
4. With respect to assumption regarding use of UN forces other
than United States, as set forth in subpara 1 (next letter lower
case underscored) (2) opn plan 4-51, JCS consider that assumptions
are valid in event of global war, and that instructions referred
