3. You should keep in mind that state msg GADEL 393
avoided mention of a conf and proposed commission formula in
order (A) to avoid inherent dangers of a conf being broadened
to include subjs other than Korea and (B) to give greater flexi-
bility to UN efforts to achieve a settlement, since a commission
could continue in existence indefinitely without obvious failure
while a one-time conf might break down early and result in in-
creasing world-wide tensions. We however recognize that commission
formula might well result in one or several confs.
4. This msg being transmitted simultaneously to CINCUNC
Adv for info due to time elm involved.
