TOP SEGRET SECUDITY INFORMATION TOP SECRET TO: CINCUNC (ADV) KOREA INFO: CINCFE TOKYO JAPAN NR: JCS 900453 6 FEB 52 From JCS. 1. Action recommended HNC 875 approved subj to exceptions and revisions indicated below: Amend second sentence of proposal to read as foll: "In order to ensure peaceful settlement of the Korea question mil cdrs recommend to respective govts and authorities concerned, namely to the Democratic Peoples ROK and the Peoples ROC on one hand, and to UN and to ROK on other hand, that steps be taken within a period of three months to deal with these matters at a higher level in a polit conf for a Korean settlement, or by such other polit means as they deem appropriate, including (1) Withdrawal of non-Korean forces from Korea; (2) Peaceful settlement of Korean question; (3) Other Korean questions related to peace. = Amendments to first part of the sentence above made to cover UN which is not a govt as well as Communist regimes which we do not recognize as govts. However, no issue need be made in negots of non-recognition question and under suggested amendments Commies will be able interpret "govts" as referring to DPRK and PRC while we would interpret "authorities" as referring to DPRK and PRC as well as UN. 2. In light of C 62999 it appears clear that Commies intend their point 3 to cover discussion of other Far Eastern questions. United States govt has made it clear that it does not consider these questions are in fact properly related to peace in Korea and that it would not discuss these questions before agreement on a polit settlement for Korea.
