without change in light of explanation as to what they have in mind
would be interpreted as commitment to discuss other Far Eastern
questions in relation to Korean question and presumably in same
conf with same parties. While strictly speaking we might be able
to point out thereafter there was no commitment of any kind as this
only a recommendation, or that in any event there was no commitment
to consider all these questions at same time and same forum,
United States govt would be accused of bad faith by Commies and
possibly by our Allies and our position on these questions
jeopardized. UNC Del can well state to Commies that competence
of del already stretched considerably in agreeing formulation
agenda item 5, and that UNC Del clearly has no competence to even
make recommendations on questions outside Korea. If Commies desire
discuss other questions there are appropriate forums for raising
them which they are, of course, free to utilize at appropriate
time.
