TOD SERDET SECURITY INFORMATION OLORET TOP SECRET-SECURITY INFORMATION MEASURES TO ASSIST GENERAL RIDGWAY AND AMBASSADOR MUCCIO IN PROBLEM OF ROK GOVERNMENT ATTITUDE TOWARDS ARMISTICE References: a. DA IN 109112 b. JCS 902158 Memorandum by the Chief of Staff, U.S. Army 1. DA IN 109112 (25 Feb 52) General Ridgway recommended that prompt steps be taken to counteract the actions of President Rhee and the ROK Government against an armistice in Korea. In JCS 902158 General Ridgway was informed that urgent consideration was giing given to the matter. 2. In the attached memorandum (Enclosure) the Department of State proposes that President Truman send a letter to President Rhee (Appendix) and that Admiral Nimitz be designated as a special representative of the President to transmit this letter to President Rhee. The Department of State requests the views of the Joint Chiefs of Staff. 3. I consider this matter essentially political and from the military viewpoint perceive no objection thereto. Accordingly, I recommend that the Joint Chiefs of Staff express no objection to the proposed letter or to the designation of Admiral Nimitz as special representative. Further, in view of the urgency of the problem, I recommend that these views be transmitted orally to the Department of State.
