TOP SECRET SECURITY TNF ORMATION
DRAFT
TO: CINCFE
FROM: JCS
Reference JCS 95977, 10 July 1951 and Part III, JCS 908100,
6 May 1952.
Restriction on attacks against North Korean hydro-electric
installations on the Yalu River is removed and you may initiate
attacks at your discretion. This specifically does not include
authority to conduct air and naval action against Manchuria or
against USSR territory except with the approval of the JCS,
and as a matter of policy no air operations or naval surface
operations will be conducted within 12 miles of USSR territory
on the Asiatic mainland. Reasonable precautions will be effected
to minimize the danger of inadvertent bombing of Manchurian
territory.
