"Communists rejected 83,000 figure, stating too far
from original 132,000 list. Claimed obvious United Nations trick
to give release to Sygman Rhee and Chiang Kai-Shek for purposes
of prolonging Korean War. Stated wanton air bombings peace-
ful targets only make Communists fight harder. Inserted veiled
threat that United Nations Command insistence on Prisoner of
War stand would disrupt negotiations. Nam Il then stated fol-
lowing as his proposal:
"United Nations command withdraw 83,000 offer, recheck
lists under paragraph 51 and 52 by area and nationality, and
show approximately 116,000 to include 20,000 Chinese. If
United Nations Command agrees, prepare new lists, staff offi-
cers work out details. I replied that I could detect nothing
new and asked Nam Il if there was anything new in his position.
He evaded reply twice. I stated figures we gave reflect United
Nations Commands unalterable position against forced repatri-
ation and futile to insist on 20,000 Chinese repatriates. I
agreed to meeting 1100 hours tomorrow at Communists suggest.
