Lightner 3 June 1100 hrs delvrd to Pres Rhee ltr from\nPres Truman which said in part, \"I am shocked at the turn of events\nduring the past week\nit would be a tragic mockery of the great\nsacrifices of many friendly nations if any changes considered\nnec in the pol structure of the ROK cannot be carried out in\naccordance with due process of law. Therefore, I urge your most\nstrongly to seek acceptable and workable ways to bring this crisis\nto an end and hope that you will take no irrevocable acts before\nAmb Muccio returns to Pusan.\" On basis additional State instruc-\ntions Lightner also delvrd to Rhee supplementary msg saying that\n\"The Presidents ref to irrevocable acts\nrefers in particular\nto such acts as an ultimatum to the National Assembly to accept any\nparticular program sponsored by the executive or to an arbitrary\ndissolution of the National Assembly\". After discussion with\ncabinet fol receipt Lightners msg \"Rhee agreed not dissolve\nassembly, at least for present timely msg from Pres Truman appears\nto have had most encouraging positive effect, but Rhee gave no hint\nhe intended back down\nfact he did act shows mounting pressure\ncan produce results and should be continued\".\n2. On conclusion 3 June cabinet meeting at 1300 hrs Emb\nofficials called on Prime Min Chang and received rept on cabinet\nsession as fols:\n(1) At moment Lightner interrupted meeting to dlvr Trumans\nmsg Rhee was demanding that cabinet either accept assembly dissolu-\ntion or devise other means accomplish his ends.
