(A) Arrange complete coordination and cooperation
in implementation of the plan, and,
(B) Insure no interference with the military effort.
(2) Furnish 30 days rations per man, to be distributed
concurrently with move of internees to areas of residence.
(3) Assist ROK in reception and further disposition
of CIs to areas of residence.
F. Eighth Army will provide additional support to Two
Log and UNCACK as required.
2. Re Part I, CX 50050: There is a point which I think
should be brought to your attention. If release of CIs is
started before the completion of screening, the news of this
release might influence a greater number of unscreened POWs
and particularly CIs to remain with UNC, in the hope they too
would be released soon. If the unscreened CI compounds are
screened prior to the release of CIs no effect will be felt.
This timing can probably be accomplished if the program to com-
plete the screening is instituted without delay. As indicated
above, Eighth Army estimates they cannot start releasing CIs
until approximately 10 days from the date they are authorized
to proceed with their plan.
3. Regardless of timing referred to in para 2 above, after
careful consideration of the many overriding reasons for release,
outlined in CX 69687, I recommend strongly that the plan con-
tained in para 1 above be approved for immediate implementation,
