Although we have carefully analyzed reference A, and although we recognize that the concept of rescreening by neutral nations may offer a possible chance to obtain a successful armistice, I consider it imperative that such action does not jeopardize the early completion of the initial screening program which was interrupted by the violent action of certain compound leaders on Koje-Do. 2. I am proceeding as rapidly as possible to achieve un- contested control of Koje-Do in accordance with the plan as set forth in reference C and initiated on 10 June. However, I consider the maintenance of law and order on Koje-Do after the completion of this operation, using the minimum of guard personnel, to be dependent upon the removal of the anti- Communists from the Communist compounds. Experience has shown that the number of incidents in compounds containing POWs with like political beliefs is much lower than in compounds with inmates of mixed political beliefs. Our completion of the initial screening of all POWs and CIs as soon as practicable has the following additional advantages: A. In case the Communists agree to an armistice on the basis of the 28 April proposal, we will be prepared to execute immediate exchange with final rosters prepared on the basis of the completed screening.
