    "ocrText": "SEODET\nCECURITY\nOP\nSECRET\nrescreening should be accomplished by them or only under their\nobservation. If accomplished by them with Communist-dominated\ncountries as members, it would afford them many opportunities\nto delay, obstruct, and influence the rescreening process.\nIf accomplished under the observation of a neutral group such\nopportunities would not exist. I believe that we should attempt\nto secure Communist agreement for the rescreening to be only\nobserved by the group of neutral nations. Further, I believe\nthat we should resist efforts by our allies which would permit\nany Communist-dominated country to participate in the rescreen-\ning other than as an observer. If the Communists fail to agree\nto participate in any roscreening, and if participating nations\nare non-Communist dominated, it would then be preferable for\nthe rescreening to actually be conducted by the group of\nneutral nations and observed by members of the United Nations\nCommand.\n6. In view of the foregoing, I propose that our plans to\naccomplish rescreeningby a group of neutral nations proceed along\nthe lines set forth below. Each successive proposal contributes\nless to the achievement of an armistice but tends to increase the\nsupport of our Allies for our position. The Communists may\nconstrue these steps to be a recession from our present position.\nRescreening, however conducted, should provide for observation\nthroughout by ICRC.\nA.
