Nations Command as a whole in every instance, the United
States Government will bear in mind the views of the
Canadian Government and attempt to meet the desires of
the Government of Canada. 11
4. The Joint Chiefs of Staff are prepared to transmit the
proposed changes informally to the Department of State as
representing the views of the Joint Chiefs of Staff and the
Department of Defense, upon receipt of notification of your
approval of the recommendation in paragraph 3 above.
