INCOMING TELEGRAM Department of State 152 TELEGRAPH BRANCH 26 COURT Action Control: 13443 UNA FROM: New York Rec'd: December 30, 1950 3:45 p.m. Info SS TO: Secretary of State G L NO: DELGA 468, December 30, 3:16 p.m. EUR NEA ARA Re Korea FE DCR Belaunde (Peru) called on me at his request this morning to tell me about a talk he had yesterday with Fawzi (Egypt) in which the latter apparently spoke to him along the lines reported in DELGA 467 yesterday, 1.e., that Asian group plans to press for Committee One discussion of 12 power resolution ahead of any other. Resolution would be amended to make talks conditional upon cease fire being agreed to and put into effect. Belaunde said that he told Fawzi he thought this a bad plan would not safeguard prestige of UN nor make clear that talks on other Asian problems such as Formosa and Chinese representa- tion must be conditioned upon settlement of Korean issue. Besides, USSR would oppose. Belaunde thereafter had talked with Muniz (Brazil) and found him in agreement that 12 power resolution no good even if amended along lines Asians desire. Worried by apparent Asian intentions, Belaunde had come to discuss with me what should be done to head them off. Speaking on purely personal basis I said that unity was of primary importance and that negotiations. leading up to essen- tials of peace resolution last year showed that with careful consultation this unity could be maintained on most important issues. I said that while the free countries were consulting each other over an ultimate strong position that would have to be taken in light of Peking assault on UN, it would probably develop that GA would have to adopt 6 power resolution, amended to bring it up to date. For instance, paragraph regarding UNCURK might be replaced with one calling for POC action and a couple of others dropped if this would reassure Asians. I stressed that some such interim action was indicated as an answer to Peking's outrageous and insulting attitude tow ard UN. Failure to take some unified action would be interpreted by Communists as weakness and provoke further attack. Belaunde said that Asians fear that 6 power resolution might lead to UN air forces bombing Red Chinese territory and involve Soviet air force under Sino-Soviet treaty, this bringing on World War III with a rush- It was pointed out to Belaunde that original REPRODUCTION OF THIS SPORTS (over) 122 MESSAGE IS PROHIBITED
