Returnto NA/E CONFIDENTIAL ancuc ROK 21)/ DRAFT 125040 NATIONAL Agreement ARCHIVES AND 113 egrement RECORDS on the SERVICE Relief and Support Tile of the Civilian Population of Korea 26 July 1951 10 WHEREAS Aggression by North Korean and Chinese Communist forces against the Republic of Korea has subjected the people of Korea to intense hardships and privations, as a result of which the people of Korea are desperately in need of aid and relief; 2. WHEREAS: The Government of the Republic of Korea appreciates the spontaneous assistance to the Korean people which has been provided by governments, specialized agencies, and nongovernmental organizations; 30 WHEREAS: The Comander-in-Chief, United Nations Command (CINCUNC), in accordance with the request made to the Unified Command by the Security Council of the United Nations on 31 July 1950, has been directed to provide relief and support for the civilian population of Korea; NOW THEREFORE: The United Nations Command and the Government of the Republic of Korea hereby agree as follows: SECTION I The Commander-in-Chief, United Nations Command, will undertake the following: Article 1: To ascertain, in consultation with the appropriate authorities of the Republic of Korea, the requirements for supplies and services for relief and support of the civilian population of the Republic of Korea. Article 2: To provide, from resources made available to him for the purposes of this agreement, for the procurement and shipment of supplies and for the necessary assistance and nonindiganous services; to provide for supervision of their distri- bution and utilization; to assist the appropriate authorities of the Republic of Korea with respect to measures necessary for relief and support of the civilian population of the Republic of Korea; and to inform the Government of the Republic of Korea regarding this program. Article 3: To use for the accomplishment of the purposes of this agreement, all contributions in kind or services and all facilities, services, and personnel that may be made available to him through the Unified Command. Article 4: To utilize the services of the authorities of the Republic of Korea, to the greatest extent feasible, in determining its needs, in drawing up DECLASSIFIED E.O. 12065, Sec. 3-402 State Dept.
