QTE My colleagues and I feel that in view of CHI intervention in KOR we SHLD endeavour t find a solution to the KOR problem which will not result in the hostilities dragging on in KOR with the ever growing risk of extension beyond KOR. QTE 2. What we have in mind is a fresh approach to the problem which might be embodied in a RES in the SC on the FOL GEN lines:- ,TE The RES (A) WLD recall previous RESs and declare that with the destruction of the great bulk of the NK Armed Forces and the extinction of any threat from the NK Authorities the MIL campaign XX may in fact be regarded as at an end and that there need now be no delay in proceeding with the urgent task of I DISTRIBUTION R POLIT and ECON rehabilitation; DESIRED (B) WLD propose the establishment of a demilitarised area from which (OFFICES ONLY) all FON forces and combatents WLD be withdrawn. This area WLD extend from a UN line (running roughly from Hungnam in the East to Chongju in the West) to DECLASSIFIED E.O. 12065, Sec. 3-402 CLASSIFICATION State Dept.
