Beyond doubt CHI COMMIES intervened with very large forces
openly and flagrantly in fighting in Korea. There is also little

chance this intervention CLD have such limited purposes as secur-
ing their frontier, protecting hydro-electric installations or of
providing token assistance to NK forces.
Important factor in the present situation is unanimous, con-
sidered judgment JCS, supported by INFO from field commanders,
that present CHI offensive planned and staged over considerable
period of time. What happened is two offensives collided. This
important because it removes any question that CHI were merely
reacting to UN offensive and also because it clearly reveals

was launched across broad front, was well coordinated, had great
