PRAVDA article (EMBTEL 1103 November 28 and DEPART 376
November 30) while only most significant of several on
same theme which have appeared recently, seems to us
to represent tactical diversion, probably based on easily
discernible fact that certain differences of opinion have
made themselves felt between US UK and French. Its appear-
ance now moreover represents gratifying substantiation of
classic Marxist theory on the inevitably contradictions
between the imperialist states and in this sense is some-
what analogous to articles appearing in Soviet press about
year ago which claimed to see a cataclysmic depression de-
veloping in west. Like the former this latest theme may
be partly self hypnosis induced by Commie feeling of being
on side of irrestible cosmic forces.
While we consider this theme to represent a fresh point of
attack, clearly it cannot be viewed in isolation. As Embassy
has reported a main element in peace campaign has been endeavor
to foster non alignment psychology, with concomitant attempt
to picture US as major villain. In this same sense Praha
proposals and apparent effort of CPE to dwe11 upon French
fears of German remilitarization may be viewed as manifestations
of Kremlin hope of splitting West powers. Thus by holding
out chimerical vision of united neutralized Germany, Soviet
probably seek to beguile not only Germans but West Europe as
well.
US FE policy also serves as major target of OBSERVER article
equally with differences of opinion over German rearmament.
Here Kremlin is attempting spotlight European fears that we
may come over committed in FE to point of becoming emboiled
in full scale conflict with Comunist China thereby leaving
European open to Soviet onrush. This point is underscored
by frequent personal attacks on MacArthur and references to
US UK divergences in policy re Communist China.
