Shinwell, Defense Minister, speaking at Wingate Sunday was

very critical of MacArthur for moving north 38th Parallel and
CIA
stated;

"It would appear that General MacAittuur went beyond the
NAVY
objectives which we understood to be the objectives at the
DCR
beginning of the affair and that as result we went up too
near the Manchurian border where there were very large forces
of Chinese. We knew there were about77.000 of them there ready
to fight. General MacArthur may have thought he was capable!!
of dealing with them. Well, there may be far too many of them.
Perhaps his intelligence was at fault. The position looks
very grim indeed".
Shinwell went on to say that British Government had tried to
prevail on US that our objectives should remain limited and
that whatever happens, we should not do anything to bring us
into conflict with China, adding that no government could have
worked harder to prevent trouble.
I took occasion today to remark to Dixon on personal and
informal basis that this speech by Cabinet Minister was wholly
inconsistent with Mr Bevin's reasoned statement in Commons
during Foreign Affairs debate, that 1t would inevitably be
given wide publicity in American press and would not be of much
help in preparing for Attlee visit. Dixon replied that Mr.
Bevin was:disturbed and Dixon thought he proposed to do
something about it, possibly a public statement.
