Following is report of views of French Government concerning

certain aspect of work of CAM, as outlined to me by Lacoste

French Government anxious for reassurance, which I gave, that
we do not at present time intend to press for complete embargo
on trade to China. I outlined again our position re selective
embargo.
French believe that no "enforcement functions" should be
entrusted to UN body in connection with additional measures
I concurred, explaining we believed UN Committee might be
given function of receiving reports, disseminating infor-

mation, and making appropriate recommendations. With regard
to political measures, French Government still inclined to
view that these should not be dealt with by CAM, but should
be taken up initially in Political Committee I outlined
US view in contrary sense, pointing out advantage we perceived
in preliminary shaking down of views on political measures
in committee. Lacoste indicated personal agreement and

stressed tentative nature of French Foreign Office attitude
on this point.
With regard to substance of political measures, French agree
1th us re denial of representation to Chinese Communists in
UN bodies, and agree also on doctrine of refusing to recognize
results of aggression. However, France was "shy" as to
recommendations re diplomatic relations French Govern-
ment believes that a recommendation which permitted
those governments presently existing diplomatic
relations to maintain them, would give such governmental
"a political advantage." In the French view, a general
formulation might be better, for example that members of
UN in taki ons with Peiping
