This seems to us important RE in making clear purpose of selective embargo. 3. We agree with Shann's proposal to split Para C of original draft into two parts. We cannot agree to specific language of new Para C as suggested by Shann, since we feel it wld have unduly restrictive effect on implementation. We note that at AMC mtg May 7 Jebb suggested change tending to extend scope of obligations of complying govts.
