111 180 A UNITED NATIONS GENERAL GENERAL A/1802 19 May 1951 ASSEMBLY ORIGINAL: ENGLIS Fifth session Item 76 of the agenda DEPARTMENT INTERVENTION OF THE CENTRAL PEOPLE'S GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA IN KOREA Report of the First Committee* Rapporteur: Mr. Thor THORS (Iceland) The President of the General Assembly on 16 May 1951 transmitted to the Chairman of the First Committee the report of the Additional Measures Committee (A/1799) established by General Assembly Resolution 498 (v) on 1 February 1951. In accordance with the request of the President, the report WBS considered by the First Committee at its 443rd and 444th meetings on 17 May 1951, under item 75 of the agenda of the Fifth Session of the Assembly.* The recommendations of the Additional Measures Committee were embodied in the' report in the form of a draft resolution recommending the application by "every state" of an embargo on shipments of arms, ammunition and implements of war, atomic energy materials, petroleum, and items useful in the production of arms, ammunition, and implements of war to areas under the control of the Central People's Government of the People's Republic of China and of the North Korean authorities. At the outset of the debate, the Representatives of the Union of Soviet Socialist Republics, Poland, Byelorussia, Ukraine and Czechoalovakia stated that the question of applying an embargo was exclusively within the competence of the Security Council and outside the competence of the First Committee or the General Assembly; and that in view of that they would not participate in the discussion of the report. * For previous reports of the First Committee on this item see A/1717 and A/1770. 51-12434 /After the A/1802
