French Draft of Possible US, UK,
French Declaration on Korea.
I am enclosing in duplicate the text of a Brench draft
of a possible US, UK, French declaration on Korea which the
French Ambassador left with the Department on June 13.
The French Ambassador informed us that the British
were also being given a copy of this draft, and that it was
the opinion of his Government that a tripartite declaration
would be more effective than a statement by the sixteen
powers presently engaged in the United Nations action in
Korea. In developing this thought he said that his Govern-
ment also had in mind that tripartite representations might
be made in Moscow at the same time the declaration was
issued and that the British representative in Peiping would
also bring it to the attention of the Chinese Communist
regime.
Messrs. Hickerson and Rusk have reacted negatively to
the French text and to the proposed demarche in Moscow and
Peiping.
