At Mr. Johnson's suggestion I asked Messrs. Campbell,
Wade and McNicol to come in in order to tell them about the
latest developments in the armistice negotiations in Korea.
Mr. MacGinnis of the United Kingdom had been given this
information by Mr. Johnson in conversations on July 10 and
July 11.
I told them of General Clark's proposals as given in
CX-51489 of July 7. I said that this proposal consisted of
two parts. The first part involves giving the Communists a
new figure of 83,000 prisoners held by the UNC to be re-
patriated. In doing so the negotiators would emphasize the
care with which this figure had been prepared, would ask for
a similar accounting of UNC prisoners held by the Communists,
and would reiterate our willingness to allow individual
interviews by a bilaterally acceptable impartial organization
after the signing of the armistice with both sides agreeing
to abide by the results of the interview.
The second part of General Clark's proposal would be
followed if the first part proves unsuccessful in breaking
the deadlock over repatriation of prisoners. I said that
in general terms it might be compared with Chou En-Lai's
alternative "B".
