My dear Mr. Secretary:
In the light of the memoranda from the Joint Chiefs of Staff
dated August 29, 1951, and July 13, 1951, and of your letter of
September 4, 1951, with respect to the Department's position paper
entitled "United Nations Action in Korea in Case of No Armistice,"
the Department of State has prepared a redraft of the United States
position entitled "Courses of Action in Korea in the Event No
Armistice is Achieved," which is enclosed herewith.
It is believed that the enclosed draft meets the objections
expressed by the Joint Chiefs of Staff in their memoranda referred
to above, except for their recommendation stated in paragraph 1(e)
of their memorandum of July 13. with respect to this point I note
that you have reserved your position with respect to it an d-concur
that it should be submitted to the National Security Council for
consideration.
