Jap desire COCOM membership is intended avoid implication

Japs security controls. This is major political issue in-

creasingly important in Diet. Suggest therefore, Dept give

serious consideration to conclusion arrangements giving
DCRM
Japs conviction of actual participation in COCOM. Believe
separate operations group acceptable Jap if designated as
COCOM sub-committee sitting Paris. Proposed July meeting
held Paris not (rpt not) Ottawa better calculated to satisfy
Jap desire for identity with European COCOM members. Info
DEPTEL 526, paras 1 and 2 withheld from JG pending Dept
response to above.
FONOFF informed however, of possible June 25 invitation
with request info be closely held JG. COCOM secrecy ap-
preciated but Dept reminded news coverage on receipt invie
tation impossible to prevent because leakages within JG.
Emphasize that principal reason FONOFF desires early parti-
cipation is to counter public and Diet demands relaxation
controls. FONOFF urges it be permitted issue statement
forthcoming multilateral discussions. Wld Dept object such
release provided time and exact date withheld? Cld parti-
cipation US, UK, and possibly others be mentioned? Fact
that news leaks anticipated when Jap members depart for
meeting and probably before shld be considered. Dept
guidance soonest will help Emb work closely with FONOFF on
official release minimizing undesirable prjvn* speculation.
