0378 1. att Copy / of 7 copies DEPARTMENT OF STATE AB 2 for DC/R Memorandum of Conversation TOP SECRET - Security Information DATE: August 6, 1952 SUBJECT: CAT Planes, Hong Kong PARTICIPANTS: Mr. Francis R. MacGinnis, 2nd Secy., British Embassy Mr. U. A. Johnson, Deputy Assistant Secretary, FE COPIES TO: U G DEB 5-8-85 EUR I 1-1493 In response to Mr. MacGinnis' inquiry I informed him that it was my understanding that the United States Government purchase of the planes at Hong Kong and arrangements for their removal had been made in anticipation of an order being issued by the government in London which would extend the Privy Council decision to the so-callu second lot of CNAC planes. I said that I had not been able at this late hour of the evening to obtain all of the details but it was my understanding that the company's representative was in touch with the foreign office in London and that more detailed information was probably available to the foreign office. In reply to Mr. MacGinnis second inquiry I stated that it is not yet possible to give the exact date it was contemplated the carrier would call at Hong Kong but that we hope to make it as soon as possible. In response to Mr. MacGinnis' inquiry I said I knew of no reason any publicity would be given to the purchase of the planes by the U. S. Government or the contemplated call of the carrier at Hong Kong, and in this connection I could assure the foreign office that we would certainly cooperate to the maximum possible extent with the desires of the British Government. I told Mr. MacGinnis tha I would take steps to make certain that no premature publicity was to DC Ahe sale of the planes or the plans for their disposition. 10 Anal Note: 8/7/52. I telephoned Allen Dulles this morning informingThim Rev Class the Embassy's views on publicity. He stated there was, offcourse, no intent to give any publicity to the sale at this time bu that he Cat take steps 098865 that this was not done. FE.
