He informed us that Mr. Eden was grateful to the Department for consulting the Foreign office at this stage. Mr. Eden stressed that he appreciates the position which the Department feels it must take and has given the Department's views his most earnest attention. However, he feels that he must continue to maintain the views which were previously expressed to the US Mission to the UN by Members of the UK Delegation. Mr. TomLinson in- formed us that those views were given not in reply to our working paper, but as the result of a conversation between Mr. Hickerson and Sir Gladryn Jebb in which Hickerson expressed views similar to those which were later given to the UK in the working paper. ir. Tomlinson left with us the attached paper, pointing out that this was not an official communication to the Department from the Foreign Office but his own summary of the views of theForeign office as set forth in cables to the UK Embassy. Mr. Tonlinson stressed that in the view of the Foreign office the steps called for in Korea are: (a) halting the aggression; (b) bringing about an armistice; (e) negotiating a political settlement for Koreaj and (d) seeking a solution for other Far Eastern problems. The Foreign office believes that "8" -has been genirally achieved since the enemy has been thrown back beyond the point from which the aggression started. Now SECRET SECURITY
