DELGA message not (rpt not) received until so late today Nov 28 that PRIMIN was unavailable; he was giving large reception his house for group including Burma PRIMIN. R.K. Nehru was unavailable since he also at reception. Mills called on R.K. Nehru at latter's house at 9 p.m. tonight. He assured Mills India will not (rpt not) withdraw its res and instructions to Menon sent today instructed him this sense. He said Menon instructed propose slight modifications para 17 specifically with regard time to be given political conf to effect repatriations before transferring to UN responsibility for care; maintenance and disposition PWs not (rpt not) re- patriated, and also providing that disposition of them by UN will be "in accordance with international law". R. K. Nehru said Brit, Canadians and others have shown concern at possibility India might withdraw its res and made inquiries today. This noon Ital Amb told me he saw PRIMIN this morning and gained clear impression India would stick to its resolution. Action on res without delay is necessary since not (rpt not) impossible Indian determination support it might weaken and perhaps disappear should sharp message be received from Peiping.
