I share Clark-Murphy views opposing idea tentatively advanced by Eden that US-UK Ambs Tokyo might act as POLADs to CINCUNC. This whole problem has been with us from start Korean opera- tions. I do not believe it ever satisfactorily solved. While I agree no POLADs shld be formally designated, I shld like make fol general observations: I have several times raised question need FSO with postwar Korean experience on staff Emb Tokyo, and also an FSO with Jap experience for Emb here. Irrespective present urgent need, relations between Jap and Korea will always be so interwoven and complex that we shld have such men both Tokyo and Korea. Availability Bond Tokyo furnishes this kind experience there at this time add informally through Murphy to Clark. In earlier phases Korean conflict Drumright and I practically lived in military headquarters here. In recent months, however, I have not been able maintain as close contact as desirable, either with Eighth Army or Fifth Air Force headquarters, and particularly with Munsanni (rpt Munsaddi)*. Pressure develop- ments here has kept me from making frequent trips Seoul. Further- more, lack mature FSOs has prevented maintaining suitable member my staff in Seoul. Present Maj Gen Hurren Pusan as Deputy Commander Eighth Army and as rep CINCUNC, military facilitate exchanges between Emb, CINCUNC, and Eighth Army in two fields specifically charged to him. However, this will by no means solve problem.
