NUMBER 251, PERSONAL AND TOP SECRET, FROM PRESIDENT TRUMAN TO
MARSHAL STALIN.
Referring to arrangements for making an announcement of the
linking up of our Armies in Germany, I will see that General Eisenhower
is given instructions to inform the Soviet, British, and United States
Governments at earliest possible date the day when an announcement may
be made by the three Chiefs of Government of the Soviet-Anglo-Americar
Armies meeting in Germany.
In order that the announcement may be made simultaneously in the
three capitals, I would like to have your agreement that the hour of the
day recommended by Eisenhower be twelve o' clock noon Washington time.
I am sending an identical message to Churchill.
