Part I
Replying to your message of 24 April, Prime Minister Churchill has
sent me a copy of his message to you of April 28. Since you are aware of
the position of the United States Government from the messages you have
received from President Roosevelt and myself, I need hardly tell you that
in regard to the reorganization of the Polish Government I agree with the
views Mr. Churchill has expressed in his message of April 28. Thi S govern-
ment still considers that the Crimea decisions constitute a fair basis for
the settlement of the Polish question and should be carried out.
Part II
The meetings of the three foreign secretaries, on the Polish matter
have not yet produced a formula which is satisfactory. I consider it
of the utmost importance that a satisfactory solution of the problem be
worked out as soon as possible. I must tell you that any suggestion that
the representatives of the Warsaw Provisional Government be invited to San
Francisco, conditionally or otherwise, is wholly unacceptable to the
United States Government. To do so would be the acceptance by the United
States Government of the present Warsaw Provisional Government as repres-
entative of Poland which would be tantamount to the abandonment of the
Yalta agreement.
