THE PRESIDENT
Has asked Russia to come in on food relief. Feels there may
be some favorable reaction from Russia.
ACHESON
Feels that something should be done in supplying some trucks
to Siam. Feels that Philippines should trade trucks for rice.
Situation in Siam is better than Anderson thinks. Have es-
tablished credits of Siam. Trucks are moving to Siam from Philip-
pines.
THE PRESIDENT
Lewis said that there might not be strike - Bushe - operators
said did not look imminent.
(2) Lewis came in again and repeated same story.
(3) Lewis procrastinated on putting demands up to operators.
(4) Lewis did make demands.
(5) Bushe delivered ultimatum and Lewis did likewise.
(6) Last week Lewis and O'Neil came in and argued to further
negotiate.
(7) Pres. suggested arbitration.
(8) Lewis and O'Neil refused arbitration.
(9) Only step left is seizure.
Even if we seize we are no better off or nearer settlement
that we are now. Does not look for any help from Congress. Op-
erators are hping for drastic anti-labor legislation. Asked Cab-
inet for any constructive suggestions on situation.
There were none.
SNYDER
Seizure of R. R.'s will not be a completely smooth operation.
0. D. T. will take over with assistance of the Army.
VINSON
Recommends that Army take over and operate R. R.'s based on
Terms
