THE PRESIDENT
Brought up memo of Secty of Commerce re LaFollette-Monroney
Reorganization Bill. Thinks Atty Gen should go into matter and
discuss with Secty of Commerce.
According to bill the President can not make an Executive
Budget.
WALLACE
Monroney is convinced that the approach of this bill is
correct.
ANDERSON
Discussed the farm machinery strikes at J. I. Case Co. and
Allis Chalmers.
If govt did take over we would have great difficulty in get- -
ting right personnel to operate - Parts are committed by suppliers
to other concerns - There will be further delay in getting production.
6% of total farm machinery from Allis Chalmers.
7% comes from Case.
Not all down and the only deficit is 5% of total farm machinery
production at this time.
In other words 5% of industry does not tie up crop harvest. And
it would be difficult to effect seizure under this condition.
THE PRESIDENT
Does not want to start seizing plants unless the national econ-
omy is greatly affected.
